Suddenly I was faced with the same problem on my windows 8 dev machine. Then I tried to get rid of this settings and noticed, that they are still there, so I decided to delete the registry keys. Somehow this does the trick. After deleting those settings AI was able to sign the setups properly. So, I deleted on our Team Build server the same keys and now signing works.
